南京国民政府时期南洋侨教政策负面影响述评

由于历史和现实的缘故，国民政府十分关注海外华侨尤其南洋华侨的教育，形成了比较完善的华侨教育体系，学校和学生数量呈上升趋势，学生素质也不断提高。然而由于国民政府侨教政策自身固有的弊病，给南洋侨教带来了相当的消极作用，限制了南洋侨教事业的进一步发展。

人大专门委员会是全国人大和地方各级人大的工作机构。在新形势下，加强市人大专门委员会工作和建设的研究，是强化国家地方权力机关对“一府两院”依法行政和民主法制监督的迫切需要，是坚持和完善人民代表大会制度，促进经济社会全面发展的需要，是推进社会主义政治制度自我完善和发展一项不容忽视的任务。     

高校辅导员职业的专业划分问题研究

高校辅导员是否是一种职业，该不该划分专业，划分专业的标准是什么，具体由哪些专业构成，这些问题是高校辅导员专业化问题讨论中必须回答的问题。这些问题，有的理论界已有所探讨，但存在较大分歧，有的还未引起足够的重视。本文就此谈谈我们初浅的认识。     

Chemical risk communication through the Internet in Spain

In this work, some corporate websites of the chemical industry of Tarragona (Spain) are studied, analysing how the chemical trade associations and companies present information and/or encourage dialogue with the community on issues relating to the chemical risk and their environmental, health and safety (EHS) performance. The results suggest that the chemical industry in Tarragona uses the corporate websites mainly to disseminate information about its EHS commitments and performance, but they do not encourage dialogue with the community through the Internet.     

国际建筑采购最适方式选择的分析

从GATS关于建筑服务的定义出发 ,对项目采购的概念进行铨释 ,论述国际建筑采购方式的内涵及其在WTO和中国环境下的法律依据 ;对影响建筑项目采购方式选择的因素进行分析 ,提出建筑项目采购方式的最适选择的数学表达形式 ;并对该问题的应用进行简单的讨论 ,指出最适采购方式的选择不是唯一的 ,与不同业主的需求及其一致的项目特征有关 ,改进主观评价的客观性是挑选正确采购方式决策的关键。     

The re-enchantment of social institutions: Max Weber and public relations

The German sociologist Max Weber is rarely referred to in public relations theory and research. In this article it is argued that his concepts of legitimacy and legitimation are relevant for understanding and analyzing public relations activities. Legitimacy, i.e. having sufficient external support to continue to exist, is seen as the ultimate purpose of public relations, and legitimation is seen as the efforts which are aimed at acquiring organizational legitimacy. The article discusses both theoretical and practical implications of these ideas for the field of public relations.     

西法何以未能东鉴--庞德与中国近代的法律改革浅析

庞德作为中国近代被政府聘请的最后一位外国法律专家,被南京国民政府视为合适人选有其内在原因.庞德的社会学法学的理论、社会利益学说与国民政府的国家、社会本位论有相似之处.庞德在华担任司法部和教育部顾问期间对中国的法制建设及法学教育提出了诸多有见地的建议,但最终收效甚微.笔者认为,除了政局动荡、法制建设缺乏稳定的环境这一因素外,法律文化的不同、宪政运动的失败、司法独立精神的缺乏及社会结构的落后是使其改革建议无法有效实施的更深层次原因.在法制建设蓬勃发展的今天,庞德的改革建议仍有其进步意义,值得我们借鉴.     

Les transformations de l'intégration par l'emploi: Regards croisés : France métropolitaine - île de La Réunion

Against a background of mass unemployment and the increasing precariousness of employment, the current changes in the labour market demand that we examine the previously central role of paid employment in social integration. If the individual now deprived of employment or having a temporary contract is by dint of this fact less included in society or is less secure by not having a permanent salary, is it to say that he embodies the face of the de-affiliated, of those who miss out on social benefits? Taking the example of the Reunion Island which has the highest level of unemployment and population covered by the minimum income (RMI: Revenu Minimum d'Insertion) in the country, this article endeavours to explain and understand how, in the context of a protective society and increasingly flexible employment market, new methods of social integration without and resulting from paid employment are being formed.     

Help or hype: Symbolic or behavioral communication during Hurricane Katrina

Public relations professionals increasingly rely on the World Wide Web to communicate with their publics on a variety of issues, including the corporate social responsibility (CSR) efforts the organization has undertaken. In the aftermath of Hurricane Katrina, there is an opportunity to discover how the Best 100 Global Brands used their corporate websites and the power of their brand equity to help the victims of the disaster, as well as to communicate their own CSR efforts. Results show that 51% of these Top 100 firms had messages on their homepages about Hurricane Katrina, and 86% of those firms made donations totaling $105,000,000. The remaining 14% of firms exhibited symbolic communication only, with links to philanthropic organizations aiding rescue efforts.     

An analysis of other countries’ international public relations in the U.S.

The purpose of this study was to examine the various aspects of international public relations by other countries in the U.S. Based on the Foreign Agency Registration Act (FARA) report in 2002, this study analyzed client, activity types, purpose of activity, and key U.S. partners for activity. This study found that (1) business organizations and central governments were major clients of international public relations in the U.S., (2) meeting with governmental officials and congressional leaders was the primary type of activity followed by information dissemination, and (3) economic purpose led by trade promotion was the primary motive for these activities.
